Launching of the Hai Phong Land Information System developed by Viettel Solutions

In accordance with the strategy for the development of e-government towards a digital government in the period 2021-2025 on the development of national digital infrastructure and data in the field of land management, on October 14, 2022, the People's Committee of Hai Phong City in coordination with Viettel Business Solutions Corporation (Viettel Solutions) - a member of Viettel Military Industry and Telecoms Group, officially launched the Hai Phong City Land Information System. Attending and participating in the launch ceremony were Mr. Mai Van Phan, Deputy General Director of the General Department of Land Management - Ministry of Natural Resources and Environment, and Mr. Hoang Minh Cuong, Vice Chairman of the People's Committee of Hai Phong City.

Land data is particularly crucial and is a top priority for the implementation of essential basic services related to citizens and businesses in a convenient, easy, simple, fast, paperless, and non-face-to-face way if required by law. In Hai Phong, land data has been digitized for over 10 years with many specific projects. However, the outcomes have not been high due to the enormous and complex workload with many processes and procedures.

With its strengths in infrastructure and experience in deploying information technology systems, Viettel Solutions was selected by the City People's Committee to become the consulting, design, and implementation unit for the city's Land Information System. The challenge is to ensure the acceleration of the digitization and construction of a land database in a centralized and unified management direction with standardized business processes, while immediately applying these data to provide services to citizens and businesses with the aim of increasing the satisfaction of people with the services of the government.

Khai truong he thong thong tin dat dai HaiphongThe Hai Phong City Land Information System is built on the basis of a system architecture, a unified software platform infrastructure throughout the city, serving land management, providing public services on land, and sharing land information with related industries (taxes, notaries, banks...).

The system includes the following main business features: Cadastral subsystem; Planning and land use planning subsystem; Land price subsystem; Land statistics and inventory subsystem; and Land information portal for citizens to inquire. The system is integrated with other IT systems of the city such as the electronic single-window system and online public services, tax and treasury systems, etc.

Application of cloud computing technology on Viettel's Cloud infrastructure, the scale of the system provided by Viettel Solutions has the ability to flexibly and instantly expand according to actual usage needs, meeting the general business requirements in the field of land of the Ministry of Natural Resources and Environment and the specific requirements of each locality with the process customization feature.

Speech at the signing ceremony, Brigadier General Nguyen Thanh Nam, Deputy General Director of Viettel Group, emphasized: "The Hai Phong Land Database System can be implemented after many other localities across the country, but Hai Phong is the first city in the country to be deployed in a way that is synchronized - holistic - comprehensive on a city-wide scale. This reflects the decisive and creative way of the city's leaders to quickly bring the data building process together with the land database exploitation process, providing for citizens, businesses, and governments to exploit and use."

After only more than 3 months of being put into operation and use, the system has been deployed in 14/14 districts/towns, with 270 accounts for the land registration office and 50 accounts for construction units to use. According to statistics, the digital database of more than 280,000 plots of land has been established, and about 35,000 land transaction dossiers have been received and processed on the system. The implementation of the land information system has helped to improve the capacity and efficiency of land data management in Hai Phong City, and to enhance the quality of service of the state administrative machinery for citizens and businesses.

In the coming time, Viettel Solutions will continue to accompany Hai Phong City to accelerate the pace of building a land database with the goal of completing the whole city in 2023. At the same time, Viettel will continue to accompany Hai Phong City to research, develop, and propose solutions for the application of digital technology to create new values, optimize the exploitation and effective use of land data, improve people's lives and the efficiency of state management in the field of land as well as other fields.
